Soaking goldfish pellets in tap water

Hello, my dad keeps soaking the goldfish pellets in 1 cup of tap water everyday and dumping it in the tank, I tried to tell him that tap water is not safe but he just says it is a little and it won’t do anything. Would should I do?

 

Just tell him to get a cup, scoop out tank water, and soak the food in the cup.
