Sick Golden Killifish Help?

I got a few new golden Killifish for my tank,
I noticed this white fuzz on one of there mouth, is it cotton mouth? The tank water parameters are
Ammonia 0
Nitrite 0
Nitrate 10-20
Ph7.4
Temp 71F
