Sick ember tetra

I have a 61 litre tank which I think is roughly 15 US gallons (for all of you who use gallons).
The temp is 25 degrees Celsius and pH is 6.8
ammonia= 0
nitrite = 0
nitrate = 0- 5
I've had the tank set up since 16/12/19 and did a water change yesterday.
At the moment I have 10 ember tetras and 3 sparkling gourami in this tank. It is planted with java moss, java fern, anubias, amazon frog bit, crypts and 1 single piece of elodea/ancharis.

The problem is that one of the ember tetras is "social distancing" and has Popeye. from further inspection thanks to zoom on my camera it also looks like he has dropsy :( I'm really worried about him and would like someone to confirm I diagnosed him correctly before treating him. Any Australian meds that you can recommend would be helpful too!

I had an Ember with Popeye as well, it seemed to segregate from the others. It was bloated ( possibly dropsy early stages) so after watching it for a few days I finally kindly euthanized it with clove oil.
Sorry I can't be more helpful. Dropsy isn't too successful to cure.
