Sick Betta fish Please help!

Hello everyone! meet Remy

IMG_0328.jpg he is a betta I rescued from a pet store that did not care for them, there where many dead bettas in there

The thing is what are those white spots, that white area looks like fungus but the other side looks like fungus and Ick.
I have medication for both and have aquarium salt, but I also have fry, snails and ghost shrimp in the same tank, what should I do? please help me I would be really sad if Remy died
The water has that color because of the light I use, it is not dirty, cleaned the tank the other day.
The white spot is in his tail.

What size tank is he in? Is it heated? What are your readings for ammonia, nitrite and nitrate? That will help us figure out what might be wrong with your betta.

He is in a 10 gallon tank, ammonia nitrite and nitrate is 0
It is heated with a steady tem of 78°F
ph is 8.0

To treat the ICH, try raising the temps to about 82 degrees. I would not use the aquarium salt and try and treat it naturally with the heat and see if that improves his condition.
How long has he had this?
Also, is there a way to put him in a separate quarantine tank?

The tank has been running for 4 months and the white stuff appeared this morning, but it looks more like fungus to me, It looks kinda like hair rather than white specs, If I rise the temp will that(if it is fungus) cause it to spread or would that stop both?
