This could be that he could have been startled or just scared. Some of my tetras whenever I'm changing their water, they will lose their color since they get anxious. This might be the case with your fish, but I am not sure.

Is this right after you turn on the tank lights for the day? I don't understand the science behind it, but my fish "dull" their colors when it's dark. Immediately after turning on the lights they look washed out, but after half an hour of so their colors noticeably brighten up. I guess you could easily test this out!

It's been the last two weeks when he started doing it, I'm just worried he's sick? But it makes total sence about the anxious part so maybe it's that? becuase the other one is totally fine and never seen it do it so far.

Is it as soon as you turn the lights on?

No it's throughout the day every now and then.

It is weird. I honestly can't help you with this, hopefully someone else can.

you might want to fill out an emergency template in case that it is something way more severe since as you said, it is throughout the day.

Edit: are there any other symptoms you are finding in your fish? or is it just discoloration?

It's just discoloration, the other one does tend to chase him from time to time.
