I do a 75% water change each and every week. The moss grows unchecked. The hornwort gets culled weekly. Yet nitrates are at least 20ppm or more on the 4th day after maintenance. On Friday 05/29/2020 I did my regular PWC and culled just a little too much hornwort along with a filter clean. BOOM, bloom, consequences of that kind of disturbance.
Moral to my post, water changes are necessary to keep nitrates down. Even heavily plant infested. It just is. (FYI 20G shrimp, puffer, snails)
