Scuff Mark Or Velvet?

Params are 0 0 and 30 ppm at 77 degrees. Recently on one side of his face there's what looks like a scuff mark on his face. I don't know if it's velvet or not, I wouldn't know what to look for. It doesn't look gold and I never see him flash. (It's the lighter mark on his face). I just did his weekly water change yesterday and the nitrates always stay that high.

Having the flash on makes him look sickly almost. Here's a photo 10 seconds later without the flash.

It doesn't look to be velvet. males bettas do usually develop two small iridescent patch on their gills plates which is what you are seeing. Piscinoodinium is more of a gold dusting than big spots.

Looks like velvet in my opinion, but with velvet its always really hard to be sure. Do you see him scratch on the tank 's wall? If yes, there's a good chance he has velvet.
