I'm getting a 60G tank and I'm going to have plants, is sand ok? If so what's the best kind?

Carib sea made for plants or seachem fluorite. Their are a few other plant sands but those are the ones I’ve heard of. They contain elevated amounts of iron to prevent a iron deficiency in rooted plants.

This will depend on your budget for substrate, you'll need approx 90lbs of substrate for your tank.

pool filter sand for white sand or black diamond blasting sand for black sand runs around $10 for 50 lb bags. Two bags will give you the minimum of 2 inches of substrate for plants in your tank. you can use DIY osmocote plus root tabs to fertilize the roots, and something like Thrive for fertilizer in the water column and your plants should do fine.
Thanks!
