    He either could be dying or just gotten some air in him but do not panic just smell him and tell me what he smells like

    Does he look like he's actually on the water, as if his foot is 'stuck' to it? If so, then this is a quite common phenomena among snails. I have a theory that it's a kind of defense mechanism. When the snail is scared, they release some sort of gas which makes them rise to the top and surface tension allows them to move across the 'bottom' of the surface. I have observed it many times among regular pond snails.

    If he is literally just floating at the surface, like he's inside his shell, it may be he has some air trapped in his shell, as @Epicoz said. Pick him up and take a good whiff. If he is indeed dead, there should be a strong odor and he will fall out of his shell (literally). If there is no odor, see if you can pull on his operculum, or door. Do not pull too hard or else you will rip him out of his shell! If there is resistance, congrats, he's alive.

    The above is the most likely situation. Have you tried smelling him?
    Air may be trapped in the over-curve of his shell where the door closes (hard to explain).
