Was just wondering if these rocks typically found on top and side of storm drains are safe for fish

I wouldn’t remove them. There there to stop erosion.

I wouldn't touch them for a couple of reasons. First is that they are there to create stability for the storm drain and to help with erosion. The second reason is that whatever pollutants that have drained off of the grass (fertilizers and pesticides) and road nasties could be stuck on those rocks.
Hopefully you will find a better rock that you can use in your tank; a garden center should have some nice rocks to choose from.

As long as they are sanitized and tested that they don’t mess with your water parameters then they should be safe.

They are put there by the city for a reason. And they are soaked with whatever chemicals wash over them.

They also seem to never have anything growing on them even if they sit forever in water next to that lush green water. The rocks themselves appear to be safe if you can get them from a quarry where they aren't treated first.
