Research And Planning For Dwarf Puffers

So, I have a birthday coming up soon and I was thinking of asking for money towards a tank, which I want to set up as a species only dwarf puffer tank. My hope is to buy at least a 10 gallon, but I have limited space, but if the footprint is right I might be able to go a little bigger.

Anyway, I have a few questions:

Would a 10 gallon be okay for 2?

Which substrate would be best?
I kind of want to use sand, but if that's no good then I'd change that idea.

I'm definitely going for planted, are there some puffer recommended plants that will fit in with my low tech preferences?

Recommended tank for 2 is 15gall but I honestly dont see why a 10g wont do unless theres a specific reason, as for substrait sand is fine, no doubt I'll get shot down but I dont mind as long as you get what you want in the end

If 15 gallons is the recommmended then I shall hunt one down that fits the space I want to put the tank.
