Replacing Or Covering Old Substrate?

I have a 60 gallontank I set up in July. I made the dumb mistake of using plain black Petco sand and now I'm having trouble get any of my plants to stay rooted. I have mostly vals. My question is...should I siphon out my sand or just put a better substrate over it? What kind?

Hmm I would siphon it beacuose sand under new substrate will become hard and will kill plant roots or other option is that it will be mixed with new substrate and will look ugly.

You will have to remove the sand or gas pockets will probably build up in it.
