Is it normal for red cherry culls to be very active while Red Cherries hide in plants?

Not really, I would think they all have the same activity level.

Is there fish in one tank but not the other? Is the temperature measurably different in the two tanks?

Same tank? Same water? Same chemistry? How often are water changes? What food do you feed?

Sorry for all the questions just trying to get a better grasp on the situation

Yes same tank. Same water. Same Chemistry.
I was told due to Bio-load being small,
that water change only need be done if Nitrites and Nitrates
or Ammonia are high.
Other than that just top offs.

Water stays very good majority of time
due to Canister Filter and UV Light.

Feedings are sporadic with Shrimp food pellets, algae wafers.
There are also Cholla Wood and Almond Leaves for Bio-film, etc...
Shrimps like them very much.

The tank is 30 gallons.

I would do 30 percent water changes once a week. other then that I don't know what it could be except poor genetics.
