Really want piranhas

I have a complex situation, like all fish keepers, buying fish is an addiction! It's irresistible! I really really have my heart set on some Red Bellied Piranhas, I would love them forever. BUT in total to get piranhas it would be about $700. I admit that if the animal can't follow me around, or stay in my room, it gets neglected and I can't help that, I'm a forgetful, anxiety ridden, person. I live on the second floor, and the floor won't be able to hold 600 pounds (75 gal.). They could only live downstairs, but then they would be neglected. I REALLY want these piranhas... I have a tiny interest in Gouramis but that is slim. What do I do? Any suggestions? Even if the suggestion is impossible I would love to hear it at this point, I am desperate.

My humble opinion would be not to get the 75. You don't want to spend a lot of money on an aquarium and fish, only to neglect them and they die. The fish deserve better. Since you are mostly on the second floor, I would suggest a 20L or a 30gallon. This way the aquarium is in your face, and you may be less likely to neglect it.
Hope I didn't come across harsh.

No, you came off perfectly. <3 I have a 20 gal. tropical and love them! What size do Gouramis need? I heard it's like a 40 gal? My floor can only hold up to 50 gal

With gourami you would only be able to get one unless you are able to find a female which are really hard to find. The males fight each other. You could make a nice community setup in a 40 gallon breeder with one dwarf gourami. This is kind of what I am doing actually.

Then again if you feel like you would neglect the fish because it would be more fish added to your animals. You may want to hold off on getting more animals.

Oh nonono it's just I'm very forgetful and if they aren't in my room then I just *memory goes poof*
Any other fish you suggest?

If you have an alarm you could set that for a certain time of the day to remind yourself to feed the fish. If you have a cell phone you can even set an alarm to remind you to change the water once a week with text that saids it's for changing the water.
