I have a 10 gallon tank that I want to breed Cherry shrimp in. I put the filter cartridge into my larger already cycled tank. It will be there for a couple of weeks. How long after I put the cartridge back in my 10 gallon tank can I add my shrimp?

You'll be able to put shrimp in straight away, they have a tiny bioload so the filter should be able to support them ok, just keep an eye on the water stats.

. It can literally be cycled that quickly?

Four-week old material from a fully cycled filter can give you instant cycle in the new one if the amount of beneficial bacteria is sufficient for the ammonia. Generally, it will be enough for an instant cycle if the used material is as much as you can stuff into the second filter and still get a reasonable current.
