my tank is 3 days old into the cycling soon to be 4 and i see this white looking stuff all over my decor even on drift wood is this part of the cycling process? When my tank is cycled my temp right now is 86 degrees when i lower it down to put in my mollies and swordtails will lowering the temp down to about 78 kill my bacteria? Thanks a bunch.

Lowering your temp to 78 will not harm your bacteria. I am not sure about the white growth. I have had some in my tank from time to time and have never figured out what it is. Could be some form of algae, or maybe incubating pod people. Either way, I've just scrubbed it away when I notice it using an algae brush. It has never seemed to hurt anything.
