Puffers in freshwater

Can you keep dwarf puffers like the leopard and figure 8 in complete freshwater for their entire lives even though they are brackish fish? I'd love to get some tanks set up for them but I dont want to have to maintain true brackish conditions for them when they are older.

From what I understand, both of those types of puffers are not dwarf. Figure 8s are a little smaller, but Leopard (Green Spotted) get a decent size compared to the dwarf pea puffers. I plan on getting the dwarf pea puffers because they are definitely freshwater.

I guess I should re-qualify what I mean, they are definitely dwarf-like in comparison to something like a mbu. I'll read those articles and see what I come up with.

The Peapuffers are freshwater, but they are dwarf's compared to the figure 8 LOL.

I think the Amazon Puffer (South American Puffer) and congo pufer is similar size to Green Spotted Puffer (a little smaller) and freshwater...I don't know how hard they are to get/etc... its been hard to get puffers lately.
