Please help my sick Betta

Betta has been sick for a week.
Symptoms:
1. His upper tail is folding.
2. His upper tail has many fractures.
3. He always stay still on top of the water, only when I tried to attract him, he would swim to somewhere awkwardly, and then immediately float to the top; he needs something to hold so as to stay in the middle of the water, and when then he will immediately float to the top again; otherwise, he stays still, sometimes even cannot resist turning horizontally without control.
4. There are white and a little transparent part between the folds of his lower tail.
5. His belly is bloating, but still has a good appetite.

My treatment up to now:
1. He was put to my hospital tank (16 G), there’s only him and a mystery snail.
2. I did the water change.
3. I starved him for three days and then fed him with cooked smashed frozen pea. He ate it.

But up to now, nothing changed.
Please help my betta, thanks!

Can you post your water parameters? Can you also try to get a picture of him top down or face forward to see if his scales are protruding?

I’ve just done the water test, KH:2, GH:3. And I have attached two pics of him, hope you can see his scale clearly. The 1st pic, you can see his upper tail folded down, and there’re many white parts in his lower tail, don’t know if it means his lower tail will soon be ragged? The 2nd pic is what he usually do, seems like he cannot control himself.

Looks like his eye is bulging a bit. Unfortunately, it is probably dropsy. Not much you can do. Another possibility is swim bladder disease. Sorry

Don’t think it’s dropsy...probably swim bladder problems. The white transparent between the fins is likely new fin growth. That’s a good sign. He looks healthy color wise. Keep fasting him an feed daphnia rather than a pea. You can fast for up to a week. Get him some plants or betta leaves/logs to rest on. You can also do an epsom salt bath to help relieve any fluid build up due to the bloat/swI'm bladder. I rescued a betta with swim bladder and sever bloat, fasting and daily epsom salt baths saved him.
