Hornwort and 90% of the mosses would be good for low light conditions.

Something that grows extremely fast is guppy grass/naja grass. It's a floater and very easy to take care of.

Java Moss grows pretty fast and thick - its free floating and very easy to grow in low lighting

It doesn't really need to be thick, just so that the bigger fish can lose sight of them, I have a ton of plants and see regular spaced ages of fry. I have bacopa, naja grass (guppy grass, this will grow thick and pretty quickly when given light), java moss, and several sword plants either floating or that have grown to the surface.
