i've been searching the web for the past 3 days, still can't find any info on this red stem emergent plant with round leaves.

Perhaps it's not an emergent? It looks like that area is a bit flooded, I know some of the plants I've picked up as "emergents" aren't actually, but do well emerged.
They just happen to like high water, but often get a bit flooded during this season.

I'm not sure I'll be much help trying to ID it, but when I charge my phone later tonight I'll see if I can find anything lol
You may also have more luck using local library books over the internet.

I was able to narrow it down to a type of Ludwigia. found a picture with the round leaves, most sites have a long oval shaped leaves.

as seen in these photos, they grow on the water's edge.

I just remember seeing something similar in my front yard. we are in the floodplains, and our yard floods 3-4 times per year.

I guess its a different variety of Ludwigia
