If it would be a 30 gallon you could stock it with a bristle nose pleco
As far as I know there are no pleco's suitable for small tanks like this. Also the clown loach needs large tanks (and they prefer to live in schools). They need tanks starting with 75 gallon and larger.

The tank you have in mind would suit a Betta or shrimp. There are not many fish that can live in a 3 gallon tank.
Sorry to bring you this bad news as you hoped to be able to stock the 3 gallon with a pleco or clown botia which I agree are very beautiful fish!
Yeah, unless that's a really big typo you don't want a clown loach or a pleco. Clowns need 100 gallons, as do some pleco species. And I don't know of a pleco that needs less than 30 at a minimum.
