I believe that the Tiger Barbs should have a bigger tank. They can grow pretty big.

Overstocked... personal opinion, some would say yes. It ultimately boils down to filter size (an overpowered filter would be ideal, as well as having nitrates low - under 40ppm!) So if the filter can handle the tank, and you don't have water quality issues... then no. Just well stocked.

dalton12 , how long has your 20 gallon been set up?

How have your water parameters been?

Main concern is adequate filtration and water changes, especially as the tiger barbs grow to adult size.

If you are going by the inch per gallon thing then yes but that was an old wives tale and is ridiculous. As vic said its all about filtration.

By my standards, no. My 20 is a lot more stocked than yours. A lot more.
