Hi! I was thinking of maybe buying an Oto. I loved the fact that they did well in community tanks. Then I realized that I have sand and it would most likely be a hazard. If this is true, please suggest a fish that can do well on its on in a 37g community tank(Black Skirt Tetras, Rummynose Tetras, Zebra Danios, Peppered Corys).

Oto's are fine on sand though they aren't a solitary fish, they need to be kept in groups of at least 6.
A bristlenose plec would be suitable for your tank.

As long as you keep a group of them they will be fine. I have them in several tanks with sand.

Im not sure why sand would be a hazard, most plecsprefer sand actually, or mud...
Youcould go bn plec, as previously recomenede, but dont do both. Bristlenose are not veryfriendly with competition sometimes.
