It's just normal algae that are dying/stressed for some reason. It happens to me whenever the algae starts to dry out (when I'm doing a big water change) or if I spray it with hydrogen peroxide.
If parameters in your tank have changed drastically (big water change, started dosing, light change,etc.) the algae gets pissy and starts to die because whatever conditions it was thriving in before have changed

Could be Red Hair Algae (soft) or Red Turf Algae (wiry). Manual removal is most effective for both, but it's time consuming. Phosphate reduction or a blackout period can be effective.
