Number of African Dwarf Water Frogs

Hi, I have 2 frogs in a 10 gallon tank with an Aqua Clear 20 filter. I woud like to add 2 more frogs. I have read many conflicting guidelines on the number of frogs per gallon (from 2 frogs per gallon to 1 frog for every 3 gallons) on various websites. Is there any consensus here on Fish Lore about what is feasible?

Four ADF's in a 10 gallon would do fine.
It's important to make sure the tank is fully cycled and stable first
