I am starting a new 39 gallon, tall style tank. Water has cycled, and have added fish. I have 2 angels, 9 neon tetras, 2 Dalmatian mollies, 6 Mickey Mouse plattys, 3 Cory Cats, and 3 ghost shrimp. Am I overstocked?
Note: I have baby Angels, with hopes that since no other fish will fit in their mouths right now, there won't be problems once they grow.

You need to add at least 3 more of the same species of cory cats. They need to be in a group of 6 or more of the same species. What kind of filteration do you have?

IMO, yes, you're overstocked. I think you're crowded at the top with the 2 angels, mollies and platies. Further, the neons need much cooler water than your angels and depending on the type of corys you have, they may be incompatible temp-wise as well.

I agree that corys also need 6+ of their own species.

Yeah, I think that's too small for both the angels and mollies. If you want to keep the neons, I would probably keep just the mollies and rehome the angels. What kind of corys do you have?
