New Clownfish

I have a clownfish and he's new into his tank but is it usual that they swim across the whole tank going up to the surface then back down? He just won't stop

It will take some time to settle. Se clownfish will take upto 2 weeks. Mine took a week to settle

Hmmm, it's hard to say. My clown definitely uses the whole tank, back and forth, examining rocks and such for snacks. He does spend some time near the surface but doesn't really stay there, it's just part of his activity... up and down, back and forth, and all around.

The first week or so that he was in the tank, his behavior was a little more erratic and he'd spend some time hiding. It is very true that all fish need some time to adjust. I would try not to worry for now, unless you see a definite sign of disease.

my clowns all stick to one area and just go up and down the corner seam of the tank. All three clowns I've had once they picked a spot they pretty much stuck to that area. This current pair of clowns just stick to one corner unless there's food floating around to chase.

If he is captive bred then it is highly likely he will be very active. I had a snowflake occ clown who was all over my 36 gallon. Here is what he looked like in my 36 gallon after being in the tank for a week or two:
