New betta has white on stomach/jaw and is bloated?

Maintenance
How often do you change the water?: Two gallons a week, sometimes more if needed
What do you use to treat your water?: Prime
Do you vacuum the substrate or just the water?: I vacuum areas I know food could've dropped

*Parameters - Very Important
Did you cycle your tank before adding fish?: It was mostly cycled when I got him
What do you use to test the water?: API Master Test Kit
What are your parameters? We need to know the exact numbers, not just “fine” or “safe”.
Ammonia: 0
Nitrite: 0.25
Nitrate: 20
pH: Unknown
(These were the parameters BEFORE I changed two gallons today, I'll test tomorrow to see if more needs to be changed)
Feeding
How often do you feed your fish?: Fasting him currently, he was being fed tropical fish flakes by his old owner and was probably overfed

Illness & Symptoms
How long have you had this fish?: Two days, got him last night
How long ago did you first notice these symptoms?: As soon as I got him
In a few words, can you explain the symptoms?: He's swimming around rapidly, rubbing his face on the glass and acting like he hates it. His stomach was white and his jaw slowly turned white overnight. There's white marks near his gills and his tail is curled in one spot.
Have you started any treatment for the illness?: No
Was your fish physically ill or injured upon purchase?: Yes

Explain your emergency situation in detail.
I got him from a family friend who was keeping him in a less than a gallon container with no heater or filter.

He came with tetramin tropical flakes and is extremely bloated looking compared to my other betta
His stomach was white when I first got him and I noticed there were white marks near his gills and his tail had a small part of it curled. I assumed he was just bloated from the food and had ammonia burns.

Today his jaw is also white and he's switching between glass surfing and building a bubble nest.

I'm really worried about him but don't know how to help, I've asked in multiple facebook groups and was just told to fast him and let him get used to the bigger tank but I want to make sure there's nothing more I can do to help him. Could moving him from a tiny container to a big tank have stressed him out?

hello! nice of you to rescue this little guy

i believe he's just a little stressed, and definitely bloated. i would fast for 2-3 days and (if you can) feed him some daphnia. he should recover on his own if parameters are perfect.
