New 10 Gallon Betta Tank

I am currently setting up a new 10 gallon planted tank for snails and one male Betta. I am transferring substrate and filter media from a cycled tank into the new tank as well as adding bacteria from Fritz. When will the tank be ready? Do I still need to go through the process of adding ammonia and testing the water. I was going to go ahead and put the snails in. I don’t have a fish yet

Welcome to the forum.
If you are adding seeded media you probably won't have to add any bacteria. You will still need to test the water.
I would not add the snails until the tank is fully cycled. The cycle will only take about 2 weeks with seeded media and you can add them then.
Are you feeding the snails anything besides the tank's algae? If you don't plan to, you should wait a month or two to add them so their is enough algae and bio film built up to sustain them.

It should cycle very quickly with established media and just another suggestion if you have some plants in an established tank then add some of those as well.
