Neon tetras fighting

My neons are still fighting. There are 5 males and a baby(idk why petsmart had a baby but okay); the baby might be a female but I can't be sure. The 5 adult tetras are fighting, they used to just rub against each other, but now they are chasing in a line, and they target the first fish at the front of the line. Sometimes, the second fish nips at the first, the third fish in the line nips at the second, the fourth nips the third.... What could cause this behavior? I was told the rubbing is normal, but the fighting and stuff hasn't stopped and i've already had them for 2-3 months. They only stop fighting when I do a water change, since they are scared of my hand. Some periods in the day they will stop, but its only for at most a minute or 2.

I would guess that they are establishing a pecking order on who leads the school. Maybe it's just normal schooling behaviour?
But its more aggresive; sometimes I see nipped fins but they always grow back
