Neon Tetra with Red Gills

I just bought 2 neon tetras from my LFS. One of them has a dark redness around his gill area on the left side. His other side looks fine. He's dull in color. The other tetra that came with him looks fine. The LFS had just remodeled and cleaned their tanks. Could it be ammonia burn? Gill flukes? A deformity? He kinda starts to sink backwards a bit, but then immediately rights himself up. Is this considered lethargy? There is no gasping for air, no itching.

Yes, my tank has been cycled for years. I have had the fish for a few hours, so it hasn't been introduced to my tank yet. Still acclimating/quarantining it. My tank is at 0 ammonia, 0 nitrite, about 10 nitrate. PH of about 7.4. I'm acclimating with the drip method to prevent any stress.

Is your tank cycled and what are your water parameters?

I'm just really nervous about spreading any diseases when I do add it into my tank.

Do you have a quarantine tank. Personally I wouldn’t take the risk of them infecting your tank if you don’t.

Yes, I have a quarantine tank. I was waiting for advice on what it was and how to treat it so that it could get better before I add it in. I'm not going to add it to my tank until a while after it looks healthy.
