Neon tetra still going in circles

It's been like a week since I posted about this tetra. Feburary made a year since I bought 5 neon tetra, out of this batch only one has made it full size. One died off back in the summer he was the smallest. This is the smallest out of those 4 that are left. Everyone who commented on that said it isn't an illness and its probably just not developed right. Hes still tilted and swimming in circles. I can't stand seeing him like this when I know hes definitely not comfortable. Is there anything I can do to help him? My water has tested great every time I've tested it and there's no bullying going on. In fact, hes been aggressive towards my other fish which is really weird first time I've seen it and especially since hes the smallest. I got another neon tetra and he outgrew this one within like a month, that's how small he is.

I suspect this is some sort of neurological condition that he will never recover from. Unfortunately, if lots of time in clean water hasn't done anything, there is nothing else you can do to expect him to improve. You can either opt to euthanize him if you really hate seeing him like this, which is a perfectly acceptable option, or you can let him live out his life.

Euthanise it is the only sollution then I'd say.

How would you go about doing that humanely though? I really hate to it's just so hard to see something suffer I can't stand it.

Clove oil is one method. Another that will work for small fish is an ice water bath. Both are very quick and painless and make the fish unconscious before their death. If you're curious about either of those, I can go into more detail.

I don't have clove oil. How is the best way to go about the ice water bath?

I completely agree with everything SM1199 said. You can look at ways to euthanize fish online.

Take a cup and fill it with ice cubes. Pour some tank water into the cup over the ice and let it sit for 5-10 minutes. Then pour just the water without the ice into a second cup. Net the fish and lower it into the second cup of ice water. The process is very fast and painless, and you should see gill and fin movement stop in a few seconds.
