He is hiding behind my plants and did not come out for food. Reacts with other fish around him but doesn't move much. If one of the tetras chase him a little he will go back to the same spot. Rapid breathing and I may see a white spot or 2 on his head. I was thinking neon tetra disease or maybe even ich. I did not quarantine any of my fish.
Video:

Update: He is swimming around but now I can see the white dots. One on his fin and one on his head.

Update #2: Erratic swimming at top of tank

Sadly the neon has passed away. Should I still raise the temps? Also I have no inverts.

I do not. The only “medicine” I have is freshwater aquarium salt. And what temp should I raise it to and for how long?

First, do a large water change (at least 70%) plus siphoning the bottom of the tank to remove the parasite as much as possible.

Then start treating with antI ich medication for 10days to 2 weeks.

Ich is very contagious. Ensure that all other fish are not infected.

What is your tank temperature?
