Neon Tetra Dieing?!

    I just did a water change with treated tap water, but I think that shocked the neon tetra. He is at the top of the tank swimming upside down and spinning, one moment he looked dead. When I went to pick him up he moved again like he was revived. Any ideas..? Its barely alive... I isolated it in a net for now. And I have no clover oil to euthinize him.

    What size tank?

    What are the water parameters?

    What is the stocking?

    Ammonia is 0, the stocking is swordtail and 7 (now 6.. the neon just died) neon tetras.

    What is nitrite and nitrate?

    What size tank?

    What was the temp and pH before the water change and after?
