Neon Tetra Acting Funny :(

HI guys,
Just a couple minutes ago I realized one of my neon tetras is acting weird. I went to feed the fish and I noticed this one tetra is swimming while tilted to one side. It's gills are pink and slightly inflamed from the usual, but just slightly. And there is a small, white speck on one of his eyes.

I was thinking it might be ICH because of the white spot and I have an adjustable heater and/or medication for ICH if indeed that is what it is. Then I was also wondering if it could be the Neon Tetra Disease that doesn't have a cure.

I have a 29 gallon tank stocking is: 2 honey gouramis, 3 false-julI corydoras (will be 6 soon, have another 3 in QT right now. Nothing is wrong with them but since I bought them recently just wanted to make sure.), 7 new otto catfish (I've only had them a couple days now), 2 old kuhlI loaches, and 5 old neon tetras.

To my knowledge the water parameters are good. I haven't checked them for a little while now since my tank is very stable and cycled, but I will test the water again soon just to make sure. Will post parameters if anything is abnormal.

This tetra was swimming near the surface of the tank away from the other fish which is funny. All the tetras usually swim relatively together near the bottom half of the tank. I netted him and put him in a small container to examine him more closely. It was supper easy to net him. I just scooped him out of the tank. Usually the tetras dart around all over the place when the net comes in and it is near impossible to catch them. I haven't put him back in the tank just in case he has something the other fish haven't caught yet. He is in a plastic container floating on the tank water's surface so he stays the correct temperature.
None of the other fish have shown any signs of illness and I hope it stays that way. Last time a fish showed signs of illness half the stock in my tank died. I don't want history to repeat itself.

What should I do?

Water parameters? What do you feed them? Tank temperature? Can I get a picture of the neon from the side? Can I also get a picture of the tank and possibly the other fish?

Sorry, I don't have time right now to get a current water parameter reading, but what they were about 2 weeks ago and what they usually are right before a water change are: Ammonia 0 ppm, Nitrite 0ppm, Nitrate about 5-10 ppm depending how much time goes by between water changes. These readings are always constant. I did a water change a week ago. Usually I do it every other week. But since I got new ottos I will probably do one the middle of this week. When I have time I will give you current readings.

I feed my fish flake food. It is actually an old bottle of Betta Min. It has a mixture of dehydrated brine shrimp as well as little red flakes.

Sorry, I won't be able to give you a picture of all the other fish because they are always moving and my camera can't focus on them. I will try and get a picture of the tetra from his side, but really he looks normal except for his pink gills and leaning to one side.

This is my tank:

Actually here are some older pictures of the gouramis and one or two of my ottos. They were taken a couple days ago and to my eyes their appearance hasn't changed. They held still long enough for the camera to focus! YAY!

You can put some melafix in the tank with the neon to see if that helps. Keep me posted!

Thank you!

I actually have some melafix. I've used it before, but I'm hesitant because none of the other fish seem affected. It's just this one tetra. I also don't want to stress out my new otto fish with treating the tank with medication. Would it be so bad to wait out the rest of the day to see if the other fish start acting weird? I'm so conflicted.

Can you isolate it in a hospital tank (or the entire school if you're worried it might spread), and treat them there?

I could do that. I have a spare 10 gallon tank with cycled media sitting in my DT right now that I could set up.

However, after some thinking I think I will just treat the entire DT with MELAFIX just to make sure none of the other fish get sick. And I did introduce the 7 ottos a few days ago without QT them so they may have introduced something even though they look perfectly healthy. Thank you guys for your help with my problem! I really appreciate it.

I just tested the water parameters a few minutes ago and: Ammonia 0ppm, Nitrite 0ppm, Nitrate around 5 ppm. I will start treatment with MELAFIX today.

Thank you again!
