The tail of one of my neons appears to have been nipped completely off. Will this grow back if he can survive?

this happened to my guppy. after 3 months, the tail had not grown back at all (then I had some water condition issues and he was the first casualty).

I know they can regenerate little bits, but an entire fin, not so sure about.

My platy lost his entire caudal fin. He was still really healthy and would dart across the tank at times. I had no clue what happened but I wasn't too worried since nothing else seemed wrong with him. I've named all of my fish and I coudn't help but rename him "nubs" lol. Well I noticed it starting to grow back in about a week and after a couple more weeks it was completely back...although I still call him nubs :)
