Need help anchoring plants 10 Gallon Tank

I can't get my plants to stay in the gravel so the float to the top of the tank. Any ideas?

My first thought is that your substrate isn't deep enough. You really need at least 2" deep for a planted tank & 3" is even better. The other thing it could be is that the grain size of the substrate is too large. Substrate with an average grain size of less than 1/4" will serve you best for planted tanks.

If your substrate meets both of those requirements then the plant anchors Ken linked you to may be your best option.
