My Parrot fish needs some troubleshooting. Pls help!

I have 5 parrotfish. One of them sits on the ground all day long just showing some activity while feeding time. He eats quite normally. These symptoms are from 4-5 weeks. At the start, I don't think it will survive but here we are also other fishes generally don't disturb him but sometimes they do. I am attaching the image of sick fish to give it a look. The fish is almost 14cm long and its age is more than a year.
For some heads up I change water weekly 40% with fresh ground water. Water temp is 25c.

Its of 3x1.5x1.5 feet (LBH) rectangular tank.

First off, your tank is super overstocked. 5 Blood Parrots would need 125+ gallons to do well. As for the sick one, I do not know, but I'll tag someone who can help you.

My guess is the sick Parrot is probably the weakest fish in the hierarchy.
Looks like his slime coat is damaged & peeling.
A battered Cichlid will often find an obscure corner to avoid tankmates. In this case, the tank bottom is likely the best place of avoidance.

Okay I'll a observe little more and arrange a quarantine for the sick one...

He might recover if kept solo in another tank.
