Okay it's mainly what the title says. It's a 40gal breeder. I don't know if it's the age or if it's a sex thing(because I don't know their gender yet).

How determined is the chasing? Does it look like the bigger one is defending a small territory or does the chasing happen anywhere in the tank? Does it happen during feeding? Are there lots of hiding places? What is the full stock list for the tank?

The bigger one chases the smaller one when he sees it. The bigger isn't defending anything. The chasing is happening when the bigger sees the smaller one. It doesn't happen during feeding time. I have 6 white skirt tetra's, 2 angels, 2 red mm platies, and a bn pleco. They both came together AlyeskaGirl

Solution: take one out.
Angels are far more satisfying to keep when they are single.
Only keep pairs if you are breeding.
That's my opinion only and not criticism of anybody.
