If you're 100% sure it has a swim bladder disease, then you should treat it accordingly. As I have told you in another post, check the Disease Chart to know how to treat your fish. And, as I also have told you, please read about the NITROGEN CYCLE.
Make at least 10% water changes a week and try not to feed him for a few days. If that doesn't work, try feeding him some peas(yes, the one we eat). Peas help on ridding impactions. It's best to quarantine him for now. Fish like to pick on sick fish.
