Moronic Question About Root Tabs

Hi,
Question about root tabs.
I read I need root tabs for my Dwarf Sag and Pennywort (Baby Tears)
because the hornwort is consumimg almost all of Flourish Liquid fert.
Thing is my tank is 60 Gal and my hands can barely reach bottom (stretching).
Do the tabs have to be buried in substrate
or can they be dropped in and just drift to the bottom?

Just push them in under the substrate near the root system

That's what the long tweezers are for. But yea if they aren't into the substrate they just dissolve into the water column.

It won't really do much if it just rests on the substrate, I think all the roots would get is bits that fall into the gravel if the tab falls apart.
My grandfather has shorter arms, so he an old pvc pipe to push things down when he can't reach.
Also just throwing this out there, you live in the same city as me so feel free to contact me for any help you may need.
