Mixing salt with water.

So I'm currently setting up a little 10gal saltwater tank. I bought 3lbs of live rock and I'm mixing the salt into the water. The salt hasn't completely dissolved into the water yet (after 15mins of stirring). The water is very milky and has "blocks" of salt still hanging together. Is this normal or should I try to take away the salt that isn't dissolved yet? Sorry if this is normal; I couldn't find anything online about it.

I recommend mixing salt water for 24 hours before adding it to the tank, I do it in a bucket with a power head.

I removed a lot of the salt (not all) and put the rocks in (I don't want the bacteria to die). Is that okay?

It may be, have you checked your salinity?

I don't have the measurer yet. I'm getting it off of amazon. The box said the gravity would be 1.021.

But removing some changed it. Measure as soon as you get it. I recommend getting a 5gal bucket or a few and mixing the Saltwater out of the tank from now on. You can shake, stir, or use a small powerhead to mix. But mix it well and let it sit for 24hrs before using/putting into the tank.

After 15 minutes, you shouldn't have any chunks! Is the salt like a fine powder? It should be. If it was in chunks before you put it in water, don't use it. It's been exposed to moisture and crystals have formed that are not soluble in water anymore. Your water will not be ideal mix anymore.

At my LFC they sell pre mixed sea water in 5 gallon jugs. It may be much less frustrating to get 2 jugs of that.
