Siphon as usual, or someone on here suggested tightly rubber banding a chop stick to the siphon and swirling it around, I tried and it works great :)

On my frog tank I move all the decorations to one side, and then to the other when I am ready to clean that side. Taking them out may cause you to loose any beneficial bacteria that may have started growing on the deco.

I use a large siphon vacuum to clean and use my thumb over the end of the hose going into the catch bucket to slow down part of the siphon flow to stop the sand from leaving the tank.

I will have to add the chop stick idea to my vacuum.

I usually use the end of a bbq skewer to "stir" the sand and whatever floats up, I have the siphon ready to catch.
