How old is it / how long have you had it, it will be very teritorial as it's had a whole tank to itself, also a male will bully so recommend a couple more, and a complete re arrange and increase of plants, they need a lot of cover to prevent aggression and let them set their own territory. I have old aquarium ceramic plant pots, fake and real plants and 3 puffers, they were added together and one matured to male the other 2 remained female (when added together
One will release a hormone as it matures to a male and this prevents the other maturing).
Sorry for the long post
Edit; is it a 20l tank if so it's not big enough for 3 sorry.

Maybe you could order one online?

Why would a 20 gal L not be big enough? I thought about 5 gal per pea puffer provided there is more cover and places to hide. It looks pretty bare for now.

20 gal long is big enough! Maybe they thought you were referring to liters?

I'm a bit unsure about ordering one online. Dont want the poor wee thing hurt in transit. And the tank I have is more than adequate for her and 1 male

They are supposed to have 5us gallons (about 19ltrs) per puffer and adding one male will lead to the female getting herrassed, as with most fish 2 females to 1 male is better for them, dwarf puffers are often kept alone fine. As I said previously I would add 2 more and put in a bigger more decorated tank if you are going to add more. All that aside are you sure yours is female, males develop a line on their belly (nose to tail) it gets darker with time and takes a few months to appear.

Out of curiosity what food does your puffer eat? They can be so fussy everyone seems to use different foods. Have you had it a while?

Have you tried pest snails? Mine seemed to enjoy ramshorns and bladder snails.

Dwarf puffers actually suck snails from the shells, they don't need shells as their teeth don't keep growing like other puffers, but that doesn't stop them enjoying them.
