Light on or off?

I've got a hexagon 32 gallon tank. I'm trying to find out about lighting. I have a fluorescent light 15 Watts, T5 rated. Is this too bright? Also, does it bother fish to have me turn off the light when I'm not in the room and turn it back on when I am? My tank is in the kitchen near windows so it won't get dark during the day. I understand about saccadic rhythm, but since they're next to a window it is still light. I think of it as if it is cloudy vs sunny. I do, however keep the light on when it gets dark until I go to bed. I find my neons don't hide when the lights are off during the day. Help.

As long as its daylight no worries turning the light on & off.
Not a good idea to suddenly turn lights on in a pitch black room.
Doing so will usually send fish into panic mode & might result in injuries.

I don't mind keeping the light on, I just want my fish to be happy. It seem that most of these tropical fish like it dark, but I don't want to fill my tank so much that I can't see them.

LED lights offer various daylight & Lunar modes. A lot more lighting options over florescent lighting. Suitable LED's are usually reasonably priced.
