Is this velvet?

So I got my betta fish a month and a half ago and noticed he had a bit of fin rot and missing scales on his head. I’ve been treating him since then with melafix but it has not been working so I just started using an almond leaf and stress coat. I noticed when I put a flash light on him he looks a bit gold. I was wondering if it could be velvet? What can I do?

Tank details:
10 gallon
At a steady 80 degrees
PH: 7.6, Ammonia: 0, Nitrite: 0, Nitrate:0 (unsure how to cycle tank safely with betta in it. Suggestions welcome!)
50% water changes weekly

Not sure about velvet but for the fin rot, I’d suggest:
30-50% wc every other day
1tsp aquarium salt per gallon of treated water added
Stay on the Indian almond leaves

Melafix and bettafix are kinda garbage imo
