Is This Tail Rot?

I thought my betta had tail rot because all of a sudden a white spot appeared on his bottom tail fin it can be seen in some of the pictures. (toward the end of the red fin on the top. If that makes sense) His fins have always looked kind of tattered towards the end in my opinion but I watched them closely and they didn't seem to be deteriorating at all so I wasn't sure if that was just how his fins are. but then the white spot appeared. so I've been treating him with Jungle Fungus Cure for three and a half weeks and I'm not seeing any improvement. Is this tail rot or is it something else? If it is tail rot how long does it normally take to cure? he is a veil tail. I have had him about 4 months. He was previously in a 20 gallon tank but right now the hospital tank he is in is about 15 gallons. It's a plastic bin from Walmart it has a heater and a sponge Filter.

Yes...kind of. but if you're thinking it might be velvet I've also thought that because in real life his fins are more blue like his body not the goldish green like they are when the camera flash is on. But I decided it probably wasn't velvet since it's not on his whole body...but I don't know. I'm no expert that is why I am asking here. I took him out so I could try to get some picture of him with natural light and no flash so you can see his colors better. here are some of them. Yes he is in a FigI bottle for these pictures. It is the big size and the bottom is cut off because that is what I use as my gravel vacuum. no I did not shove him through the opening you would normally drink from. I scooped him up through the bottom that is cut off.

hmm... it looks more like fin rot possibly now has he had the symptoms?
such as
inflamed patches on fins,
faded coloration on edges of fins,
(or discoloration)
fraying of fin or tail,
or loss of appetite?

did you notice when you got him that he had ripped fins?
or did you know if he fought with any other fish?

The only other things in the tank that were with him are a pleco, 4 shrimp, and some snails. I saw him rip his fin on a fake plant once but it healed fine. His fins have always looked jagged at the ends. I don't know if that is normal for vial tail. They do seem to be more pale at the very ends. They never got any shorter or random holes in them though. I don't think I have seen anything that looks like inflammation and he eats just fine. I usually give him 3 betta pellets in the morning and 3 at night. I just thought that if it was tail rot it would have been healed or I would be able to see a difference by now since I have been treating it with Jungle Fungus Cure for almost a month. I don't know if I should keep treating him of if I should try something else.

Its not a bacterial infection, per say.
Any fish, ESPECIALLY bettas that have long fins, have more fins than nature intended, becasue they have been bred that way. In the guppy world, its called "tail burn"

Its just lack of blood supply to the fins, there is really nothing you can do about it. Please stop using "fungus cure" because that is DANGEROUS chemicals, they can cause cancer. Its really not worth it to save a betta.
The best thing to use, IF you choose to use anything, is a methylene blue bath.

Honestly, this is just the way bettas look, all of them get some tail rot at some point, after stress from pet store or older age, you really shouldn't have used anything.
Change that toxic green water out and give that fish some clean water, it looks fine honestly.
