This isn't a symptom of dropsy, dropsy actually is a symptom in itself. Perhaps columnaris?

Right now I am about to give them bath /dip before diagnosis.

But I dont know the exact procedure like shall i give bath with new water everytime?
Shall quarantine after each bath or put them back to the main tank?

Don't give them a bath unless you know exactly what you're dealing with. White patches doesn't sound like dropsy, and I wouldn't be so quick to rule out columnaris.

    Pictures?

Also I believe carp can grow very large, are massive waste producers, and messy eaters. They'll soon outgrow your tank and do much better in ponds.
