Is this overstocking or ok?

Hi, I wanted to know space wise if I would be over stocking my tank if I put these fish in it. The tank is 40 gallons and its dimensions are 36 in x 15 in x 17 in (L x W x H). My stocking list is as follows...
-7 congo tetras
-1 bristlenose pleco
-8 emerlad green cory cats

Should be plenty fine. Can probably add more congos even of you wanted to, maybe even another school of some other tetra.

Thank you so much for the input. So, if I wanted to add a small school of cardinal tetras it would be fine?

Should be plenty fine, space and bioload wise.

You'll be fine. It will give you room to add more fish in the future if you choose. In a tall tank like yours you could consider some hatchet fish to occupy the top / surface.
