10 Gallon Tank Is This Ich?

I have 6 neon tetras (and some shrimp) in a 10 gallon tank. The tetras started to get white dots on them (body and fins). I have been treating them with Ich-X (about every 24 hours with a 1/3 water change as directed) for about two weeks now. Most of the tetras only have a few dots here and there, but there is one tetra that seems to be majorly infected and gasping. I feel like it should be getting better or at least staying the same with the ich treatment, but there is no sign of improvement with this guy. What should I do?

Ammonia: 0
Nitrates: 0 (Because of the daily water changes. Usually at around 10)
Nitrites: 0
PH: 7.4

WOW it sure is, keep dosing ick X I guess. isn't that stuff harmful to live plants though?

It is not harmful to plants from my experience... Although the lack of fertilizer is very slowly killing off some leaves because I'm not sure if the fertilizer mixing with the treatment is a good idea.
